Entre 1885 y 1902 la Jefatura del Estado estuvo en manos de una Regencia, la de Doña María Cristina de Habsburgo-Lorena. Fue un periodo de cierta incertidumbre tanto para el propio devenir de la monarquía como de un país que se enfrentaba en las guerras hispano-estadounidenses a la pérdida de su s últimas colonias tanto en América como en Asia. Durante su Regencia se firmó el Pacto del Pardo mediante el cual Cánovas y Sagasta se repartieron el poder y crearon el conocido gobierno de turnos entre liberales y conservadores que dieron cierta estabilidad a la Restauración al menos hasta principios del siglo XX.
