Anv: Busto laureado de Carlos IV a derecha, alrededor leyenda: A CARLOS IV REY DE ESPAÑA Y DE LAS YNDIAS, debajo leyenda: A II DE ABRIL DE 1790. Rev: Escudo coronado y cuartelado con cinco estrellas, árbol, león rampante a izquierda y un barco a vela, en el centro escusón oval cuartelado con leones y castillos, detrás águila explayada sujetando una cinta que rodea el escudo con la inscripción: BENIGNO EL CLIMA FERTIL EL SUELO COMODO EL SITIO Y LEAL EL PUEBLO, alrededor leyenda: EN SU PROCLAMACION LA MUI LEAL VILLA DE ORIZAVA AÑO DE 1790. Tras declararse la guerra contra Inglaterra en 1796 y por la que se temió un ataque al Puerto de Veracruz, el virrey de Nueva España, el marqués de Branciforte, decidió que Orizaba se convirtiera de manera provisional en capital del Virreinato. Orizaba, se convierte en capital, pues, entre 1797 y 1798, un privilegio más que se une al que unos años antes le concedió Carlos III en enero de 1774 al darle la categoría de villa.
